Out-of-area Google Ads leads can come from a mismatch between location settings, search intent, the advertised service area, and the address where work is needed. Check those separately before assuming the platform ignored your targeting.
The useful business question is not simply where a person was when they clicked. It is whether you can serve the job they are asking you to do.
Separate the person's location from the job location
A property owner may live outside the city where their rental needs repairs. A local resident may be requesting work for a relative elsewhere. Neither case can be classified accurately from a phone area code.
Add a service-location field when it genuinely affects eligibility. Store the answer in your CRM and compare it with your actual service map. Use operational data to identify disqualified inquiries rather than treating a platform's location report as a confirmed job address.
Record “outside service area” separately from “wrong service” and “not reached.” A mixed rejection bucket makes a geography problem appear larger or smaller than it is.
Review the campaign's location options
Google distinguishes presence-based targeting from the broader option that also includes location interest. A campaign using presence or interest can reach someone interested in your location even when they are elsewhere. Check the current option for each relevant campaign. Google's advanced location options.
For a business that can only serve people in a defined area, presence-based targeting may better match the intended audience. It is not a guaranteed boundary around every potential lead. Evaluate the tradeoff if remote property owners or buyers are valuable customers.
Write down the existing setting before changing it. If you also alter the budget, keywords, offer, and landing page, you will have a harder time understanding what improved lead quality.
Make the service area clear before the form
Name the places you actually serve in the page copy. If you use a radius operationally, explain its practical boundaries rather than asking visitors to interpret a map.
For example, a hypothetical business might say it serves three named counties and accepts requests elsewhere only after confirmation. That is more useful than “serving the entire region” if the dispatch team frequently rejects nearby towns.
Use the same promise in the ad and the destination page. Do not create city pages that imply local availability you do not provide. A conversion from an unserviceable location is not a useful win.
Investigate query intent and follow-up
Review a sample of disqualified leads against the available search terms and landing pages. Are visitors asking for a different city, a national supplier, or a service you do not offer? Geographic relevance and service relevance are separate problems.
Ask the sales team to confirm uncertain addresses before rejecting a lead. Then compare qualified service-area inquiries per dollar, not just total lead volume, after a documented change.
In a hypothetical review, 12 of 50 inquiries might be outside the service area, while another eight were never contacted. That means 24% were confirmed out of area—not 40%. Keep unknown outcomes visible until someone resolves them.

Frequently asked questions
Does a local phone number prove a lead is local?
No. Ask where the service is needed. A phone number is a contact method, not reliable evidence of a job location.
Should I exclude every location outside my city?
Not automatically. First define which areas and remote buyers you can serve. Overly broad exclusions can remove legitimate demand.
Will presence targeting eliminate every bad lead?
No. It addresses one aspect of campaign eligibility. Message clarity, service fit, tracking, and qualification still need attention.
