Quick answer: To keep Facebook and Instagram ads inside your service area, set your locations in Meta Ads Manager as a hard limit (an *audience control*), use a pin with a radius or a list of ZIP codes that matches where you actually work, exclude places you don't serve, and say the service area plainly in the ad and lead form. Meta says location targeting can't be perfectly accurate, so a few out-of-area leads are normal. Before you change anything, look at where your bad leads actually come from.

A lead from two counties over costs you the ad spend and a callback that ends in "no." Here's how to set up Meta location targeting to match the area you really serve.

Why do I get Facebook leads from outside my service area?

Usually for one of four reasons, and the fixes are different:

1. Your location settings are broader than your real service area. A 25-mile radius around your office might cover towns your crew never drives to. 2. Meta was allowed to go past your location. Meta's Advantage+ audience can widen some audience settings. Locations stay a hard limit only if you set them as an audience control and don't turn on the option to reach people outside them (Meta Business Help Center). 3. Location is a signal, not a guarantee. Meta targets people who live in or have recently been in an area. A commuter, a weekend visitor, or someone who moved can still see your ad. Meta's own help page on location selection says complete accuracy can't be guaranteed. 4. The ad and form never say where you work. If the ad doesn't name your area, people outside it have no reason to think it isn't for them.

Check all four before tightening the radius.

How do I set my Facebook ad location as a hard limit?

In Meta Ads Manager, location is set at the ad set level under Audience. Meta separates two kinds of settings:

  • Audience suggestions, which Meta can go beyond when it thinks that will help results.
  • Audience controls, which are hard limits. Locations, minimum age, languages and excluded custom audiences can all be controls.

Meta's guidance is that if your business only serves a certain area, you should set location as an audience control. Meta then won't target beyond those locations unless you choose "Reach more people likely to respond to your ads" (source).

A practical setup:

1. Open the ad set, go to Audience → Locations, and remove any default country-level location. 2. Add your service area (options below). 3. Leave the "reach more people" option off if you can't serve people outside the area. 4. Note what you set and the date, so you can compare lead quality before and after.

Re-check duplicated ad sets too. Meta has folded the old "people living in this location" choice into a single "living in or recently in" setting (Jon Loomer), so a copy may not match the original.

Should I use a radius, ZIP codes, or cities?

Use whatever matches how you actually schedule work.

OptionBest whenWatch out for
Pin + radius around an addressYou work a rough circle around your shop or officeA circle crosses rivers, county lines and toll roads you don't want to drive. Meta's API allows custom-location radiuses from about 0.63 to 50 miles (Meta for Developers).
ZIP codesYour dispatch or quoting already works by ZIPTakes longer to set up; keep the list in one place so every ad set uses the same one
Cities or countiesYou serve whole named towns or countiesCity boundaries may not match your real drive time
ExclusionsOne or two nearby areas inside your radius you can't serveExclusions are still based on signals, so they reduce out-of-area reach but don't eliminate it

A simple rule: if your office thinks in ZIP codes, use ZIP codes. If they think in "about 30 minutes from the shop," use a pin and radius and exclude the obvious no-go areas.

Ads Meta treats as housing, employment or financial products fall into special ad categories with more limited location options, so lean harder on the qualifying steps below. Check Meta's Help Center for the current rules if your ads fall into one of these categories.

Will a smaller radius lower my lead costs?

Not necessarily. A smaller area means fewer people can see your ad, which can raise costs or slow delivery on a small budget. A wider area brings more leads, but more you can't serve.

What matters is the cost of a lead you can actually serve. After a radius change, compare a few weeks before and after using:

  • leads in your service area
  • leads outside it
  • leads not reached yet (keep these separate; an unanswered lead isn't proof of a bad area)

Running Google Ads too? Use the same service-area definition there; see Google Ads out-of-area leads.

How do I stop out-of-area people from filling out the form?

Targeting decides who *sees* the ad; the ad and form decide who *responds*.

In the ad: Name the area in the first line or the headline: "Serving [Town], [Town] and [County]." People outside it will scroll past, which is the goal.

In the form: Ask for the ZIP code or town *where the work is needed*. That's different from where the person lives. A landlord might live 40 miles away from the property that needs work. If you use Meta instant forms, a short custom question or a qualifying question does this job. Our post on instant forms vs website leads covers when each one tends to give better leads.

After the form: Record why a lead was turned down: "outside service area," "wrong service," or "couldn't reach." Lumped together, a follow-up problem looks like a targeting problem. If leads are in your area but still not booking, the issue is probably further down the line. See Facebook leads not converting? Check these five gaps.

What should I check each week?

1. Settings: Confirm each active ad set's area and "reach more people" setting, especially anything duplicated recently. 2. Out-of-area share: Count out-of-area leads from your own call notes, not phone area codes. 3. One change at a time: Don't change the radius, offer and budget in the same week, or you won't know what helped.

*Hypothetical example:* of 30 leads, 6 are outside the area and 4 were never reached. That's 20% confirmed out of area, not 33%. The 4 stay "unknown" until someone follows up.

How Omesta helps

Omesta connects to your Meta and Google ad accounts and reviews them daily, so problems like spend drifting toward ads that bring poor leads get flagged early instead of in next month's report. It prepares recommendations and new creative, and you approve changes before they run, unless automation is enabled for that action. It connects through a secure OAuth connection to Meta and Google. Your team still sets the service area and handles follow-up; no tool can guarantee lead quality. See how it works for local businesses.

FAQ

Can I target a radius around my business on Facebook ads?

Yes. Add your address or a pin under Audience → Locations and set a radius (roughly 0.63 to 50 miles per Meta's documentation). Add exclusions for nearby areas you don't serve.

Does Advantage+ audience show my ads outside my location?

Only if you let it. Meta says locations set as an audience control are a hard limit unless you choose the option to reach more people likely to respond. Other settings, such as interests, can still be widened by Advantage+ audience.

Why do I still get a few out-of-area leads with correct settings?

Location targeting relies on signals like where people live or have recently been, and Meta says it can't be fully accurate. A service-area question on your form catches what targeting misses.

Is ZIP code targeting better than radius targeting?

Neither is better in general. Pick the one that matches how your team decides whether to take a job: by ZIP code, or by drive time from the shop.

Should I shrink my radius if leads are too expensive?

Not first. A smaller area can raise costs because fewer people can see the ad. Check whether expensive leads are really out of area, then change one setting and compare serviceable leads before and after.
